Operating Costs that Decide Whether Infrastructure is Affordable

OPEX calculations and lifecycle modelling for infrastructure and property owners.

Corporate Insight by Vantage Asset Solutions

An infrastructure project can be affordable to construct yet inadequately funded to operate, maintain and renew. Understated operating expenditure can weaken its business case before services begin; overlooked replacements can create a funding gap years later.

Owners evaluating designs, appointing operators or committing funding need costs that withstand scrutiny. A credible OPEX model connects service requirements, asset condition and expenditure, giving owners time to change decisions before they become contractual commitments.

Build OPEX from Operating Requirements

Credible OPEX starts with quantities, workload and rates. Staffing reflects coverage, shifts and relief. Energy combines demand and tariffs. Maintenance combines asset quantities, task frequencies, labour, materials and access. For rail infrastructure service intensity drives rail costs; for master developments phased occupancy matters and impacts significantly.

Benchmarks test the result. Comparisons must reconcile likeness of the infrastructure and development, operational scope, price year, local wages and tariffs, automation, asset age and service intensity.

For rail projects, cost per train-kilometre also needs consistent train lengths. Community of Metros research demonstrates how operating conditions can explain cost differences that simple comparisons obscure. A useful benchmark comparison shows its source, adjustments and remaining uncertainty.

Renewals reflect asset condition, duty and obsolescence. Costs include installation, access and commissioning. The model identifies who pays and reconciles costs already included in operating contracts, preventing duplication and omissions.

Owners need annual cash requirements alongside present value comparisons, with explicit inflation, discount rate and residual value assumptions. UK transport appraisal guidance similarly addresses operating costs, whole-life ownership and uncertainty. Stress scenarios should combine plausible changes, including higher costs alongside weaker revenue.

Rail Example Testing the Staffing Allowance

Consider a metro railway with 20 stations, each requiring two continuously staffed positions for 18 hours daily. Across 365 days, this requires 262,800 hours of cover. Assume an annual employment cost of AED 100,000 per full-time employee.

The staffing budget changes materially with the hours each employee can actually cover after leave, training and other absences.

Annual Staffing Calculation Budget Assumption Lower Availability
Coverage hours per employee 2,000 1,650
Employees required 132 160
Annual employment cost AED 13.2 m AED 16.0 m

Station staffing component only. Staff numbers are rounded up across a pooled workforce; Other operating costs are excluded.

Changing one availability assumption creates an annual AED 2.8 million funding exposure for the same coverage requirement. Before committing the budget, the owner needs to validate the roster, relief provision and employment cost.

Benchmark comparisons must use equivalent roles, operating hours and relief allowances. An unexplained difference can become an unrealistic efficiency target. Validated comparisons let owners test deployment and service changes against operational and safety requirements.

Dubai Example Testing Renewal Value & Funding

We considered a Dubai jointly owned property renewing its common property electric cooling plant. Two compliant options cost AED 2.4 million and AED 3.2 million installed. The higher-efficiency option is assumed to save 300,000 kWh annually but adds AED 10,000 in annual maintenance costs.

Using DEWA’s October 2026 upper-band tariff, fuel surcharge and VAT, gives AED 0.462 per avoided kWh. This extract allowed for all saved units to be applied to that band.

Ten-year Option Comparison Base Case 20% Less Energy Saved
Annual energy saving 300,000 kWh 240,000 kWh
Annual net operating saving AED 128,600 AED 100,880
Net present value after premium AED +193,000 AED −21,000

Costs include non-recoverable VAT. Ten-year appraisal at 5%; constant annual savings paid at year-end.

The higher-cost option needs approximately 246,000 kWh of annual energy savings to break even. A 20% shortfall against the assumed savings reverses the financial recommendation. That gives the owner a measurable performance condition to validate before approving the premium.

If AED 2.6 million of uncommitted reserves is available, the higher-efficiency option still needs AED 600,000 upfront. Future operating savings cannot settle today’s invoice. Approval requires credible performance evidence, comparable maintenance costs and funding, while retaining provision for other renewals. RICS NRM 3 supports structured building maintenance cost planning.

Turn the Forecast into an Operating Decision

For infrastructure owners, modelling tests design and operating decisions, commissioning delays and renewal funding peaks. These costs feed the wider financial model, where demand, revenue and financing must also be tested. Whole-life comparisons reveal whether additional capital expenditure buys sufficient operating savings or fewer renewals.

Shopping malls can plan disruptive works around trading. Portfolio owners can prioritise capital across sites and coordinate access costs. Jointly Owned Property managers gain evidence for explaining reserve contributions, expenditure timing and allocation between owners.

Reconcile forecasts with actual expenditure and performance. Each recommendation needs an owner and review trigger; realised savings require implementation and verification.

How Vantage Asset Solutions Connects Assets with Financial Decisions

Vantage Asset Solutions Real Estate Consultancy LLC combines asset inspection, operational knowledge and financial modelling. Our team’s experience spans master developments, metro and underground rail, buildings and portfolios.

Our cost evidence includes actual operational contracts and empirical data from Dubai, Abu Dhabi and the wider region, alongside published professional body benchmarks. These sources populate our internal datasets. We reconcile scope and price bases before applying comparisons to a new asset.

Our senior team’s contribution to Kuala Lumpur’s STAR LRT included OPEX calculations, benchmarking and lifecycle costs. The work supported the project’s financial assessment with explicit project structuring and risk mitigation requirements.

We connect asset-level calculations with renewal schedules and cash requirements. Clients receive editable models, traceable assumptions and scenarios, supported by technical and model review. They can follow a material cost from its operational basis to its effect on funding.

At feasibility, evidence gaps remain visible.

Models are then refined as designs, contracts and operating data mature, distinguishing calculated costs, benchmark allowances and inputs requiring validation.

As a firm Regulated by RICS, we bring professional accountability to that work. Each model must earn confidence through its evidence and scrutiny.

Review the Exposure Before Committing the Expenditure

Before approving a budget, awarding an operating contract or setting reserve contributions, check the forecast’s material assumptions and funding exposure.

Vantage Asset Solutions can review an existing model to identify missing costs, explain benchmark variances and prioritise funding risks. For a new model, we scope the operating requirements, asset information and decisions it must support. Contact ROI@VantageAssetSolutions.com or +971 50 436 5061 to discuss your project.
